Board Member Jessica Villanueva-Koppin of the Negros Oriental Sangguniang Panlalawigan has proposed that private and government-owned banks in the province be furnished copies of the minutes of the SP discussion on the proposed P350 million hospital loan of the provincial government.
She said providing the banks with information will inform them of the stand of the SP members on the proposal to borrow money for the construction of the Central Block Building of the Negros Oriental Provincial Hospital.
BMs Miguel Angel Teves and Edmund Dy both said anybody can have a copy of the minutes of the SP session as it is a public document. But Teves said it is not proper for the SP to voluntarily furnish the banks with the document.
The proposal of Gov. Roel Degamo to borrow P350 million from the bank has divided members of the SP. Some of them said it is not practical as there are other ways to source funds without paying much interest, like the P100 million promised by the Department of Health.
Earlier, Degamo said he will insist on his request to be granted authority by the SP to negotiate the loan to fast-track the construction of the hospital building in order to decongest it.*MA
