Army field commanders and staff officers in Negros and Panay islands are now being trained for mission planning and stakeholder engagement at Camp Macario Peralta in Jamindan, Capiz, after implementing several Internal Peace and Security plans in actual situations.

Major Enrico Gil Ileto, spokesman of the Army’s 3rd Infantry Division, said the five-day training on Military Decision Making Process and Stakeholder Engagement for the nation's Internal Peace and Security "Bayanihan", that started yesterday, aims to develop an estimate of the situation and plans for every military operation.

Ileto said the MMDP will also help the commander and his staffs to examine a situation and reach logical decisions and produce integration, coordination, and synchronization for an operation.

The 45 participants are commanders and staff officers of the 301st, 302nd and 303rd Infantry Brigades, 11th, 12th 47th, 61st, 62nd, 79th, 82nd Infantry Battalions, 3rd Military Intelligence and 3rd Civil Military Operations Battalions, all stationed in Negros and Panay.

Ileto said the security concerns being addressed by the Armed Forces of the Philippines are multi-faceted, with the armed capability being only one of their characteristics. Through the IPSP "Bayanihan", crafted with the stakeholders of the country, there will be a concerted effort to address the issues that fuel insurgencies, he added.

Major General Jose Mabanta, 3ID commander, in a statement, rallied his field unit commanders to take advantage of their gains in the implementation of ISP Bayanihan, by tackling the adjustments in their current campaign plan.

“We know that pure military solution remains inadequate to address the security concerns of the country, thus gathering more stakeholders is imperative as we 'win the peace'”, Mabanta said.

He also encouraged the participants to internalize lessons learned from the training to further impart to stakeholders the government's recent signing of a framework agreement with the Moro Islamic Liberation Front, as an inspiration for further talks with the Communist Party of the Philippines.*GPB
