A barangay Kagawad tagged in the killing of a businessman in Brgy. Taculing, Bacolod City Sunday surrendered to Bacolod City Police Office Director Senior Supt. Ricardo de la Paz at about 8 p.m. last night.
Before he gave up, Kagawad Nelson Biñas, 68, of Purok Singko Brgy. 41, Bacolod, who was tagged as the suspect in the killing of businessman Ricardo Pugoy, “alias Nonoy”, of Brgy. 27, had sent surrender feelers earlier yesterday through Kagawad Julius Tamayo of Taculing, De la Paz said.
De la Paz, with mediaman Charlie Pabular of DYEZ Aksyon Radyo, picked up Biñas in Brgy. Felisa, Bacolod, where he stayed after the killing of Pugoy Sunday, and endorsed him to Police Station 6, where he is now detained.
Biñas told the police that he shot Pugoy in self defense, and claimed that the businessman shot him first.
While Biñas was arrested, the firearm he allegedly used in shooting Pugoy had not been recovered as he could no longer remember where he threw it after the shooting, Station 6 commander, Chief Insp. Noel Polines said.
Polines told the DAILY STAR that their investigation showed that Biñas and a certain Butchok Libo-on were on board a trisikad at Gonzaga Street, Bacolod at about 11:45 a.m. Sunday when they noticed Pugoy, who was on his motorcycle, tailing them and later shot them.
Polines said Biñas retaliated and fired at Pugoy twice, the last shot hitting the businessman's neck.
Pugoy was rushed to the Pablo O. Torre Memorial Hospital where he died at about 2 p.m. Sunday.
The police believe that old grudge could be the motive for the shooting since Pugoy and Libo-on had a misunderstanding several months ago, that was settled when they met at Police Station 6.
Police recovered from the crime scene two empty shells of a .45 caliber pistol, a deformed slug of the same caliber, Pugoy's .22 caliber magnum revolver with seven bullets in it, and an empty shell of the same caliber and the businessman's Honda XRM motorcycle.
Pugoy, who is in the arcade game business, was a brother-in-law of former Cavite Provincial Police Office Director, Senior Supt. Premitivo Tabujara, who is from Negros Occidental, and now assigned at the Police Regional Office-6.*APN
