LGUs urged to promptly
mediate public complaints

The Civil Service Commission Negros Oriental is urging local government units and agencies to immediately mediate simple, internal cases, and ensure that no employee is disenfranchised, while a complaint, regardless of its nature, is being investigated.

CSC provincial director Merlinda Quillano made the call as the agency celebrates September a Civil Service Month with the theme “Kawani, Ikaw ay Isang Lingkod Bayani”, that places emphasis on government employees and their role in public service.

She said government agencies and LGUs are mandated to establish their grievance board or committee for the mediation, conciliation and resolution of certain types of complaints against their officials or employees.

Simple cases like complaints against government employees for slow or delayed public service are commonly heard and resolved by the provincial CSC. However, cases that bear heavier weight, or are administrative in nature, are filed and processed at the provincial office, then forwarded to the legal team of the CSC regional office in Cebu for action, Quillano said.

She said government agencies and LGUs in Negros Oriental have capacitated their employees to improve public service and that there are few cases of illegal transfer or removal from office, unsuitable working conditions, and promotion-related concerns being handled by the CSC.

Quillano said the practice of basing seniority in service for the promotion of an employee no longer applies. So long as the person is qualified and goes through the proper selection process, s/he can be promoted or appointed to a particular position, regardless of whether there are others, who have been in service ahead of him or her, she added.*JFP
