Government engineers trained
on poverty alleviation projects

Seventy engineers from local governments in the Visayas recently participated in an inter-regional training on the implementation parameters of the Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services of the Department of Social Welfare and Development in Cebu, a government press release said.

The weeklong training, called “Inter-Regional Water System, Roads and Bridges Construction, Operation and Maintenance of Kalahi-CIDSS",aimed to ensure that Kalahi projects implemented by LGUs are designed and implemented to respond to the needs of the community.

The participants brought site validation reports and actual survey data on the infrastructure needs in their communities, which were results of the participatory situational analysis (PSA) earlier conducted in their areas, the press release said.

DSWD-7 director Ma. Evelyn Macapobre, quoting Secretary Dinky Soliman, said rigorous, realistic and responsive approaches need to be considered in planning small or big-scale infrastructure.

Community projects should address the needs of the people, and to attain this, engineers need to go back and refer to the PSA results of their communities, the press release added.

There are 47 towns in the Visayas that are implementing the Kalahi-CIDSS program, 25 of them in Bohol, Negros Oriental and Siquijor. The DSWD said each town has poverty incidence rate of 33.33 percent or higher, the press release added.*
