149 complaints filed vs. cops

The Police Regional Office 6 reported that 149 administrative complaints have been filed against police officers in the Western Visayas from January to Sept. 15 this year.

Of the charges, 136 have already been resolved, Senior Inspector Sally Manuel, officer-in-charge of the PRO6 Regional Public Information Office, said.

The 13 unresolved cases, that are still being deliberated on by the summary hearing board, involves 15 police officers.

The administrative cases filed against the PNP officers dropped to 149 this year, compared to 175 last year police records show.

“While we appreciate the decrease in the number of administrative cases we are still unhappy about it,” Chief Supt. Agrimero Cruz, regional police director of Western Visayas, said.

Cruz said some of complaints against policemen are merely harassments, that stemmed from the performance of their duties.

While he vowed not to tolerate or condone any misdemeanors of PNP members in Region 6, Cruz also stressed that he will not allow police officers to be subjected to harassments.

He reiterated his order that administrative cases against police officers should not be delayed without reasonable grounds.

"As a rule, administrative charges against our police officers should be resolved within 60 days after probable cause of their guilt is established," Cruz said.

He said the fast resolution of administrative cases also manifests the sincerity and swift action of the PNP on complaints against its members.

Of the 260 PNP members charged with administrative cases last year, 23 were dismissed from the police service, while others were either suspended, demoted, reprimanded, had privileges withheld, while 121 were exonerated. * GPB

Bacolod PNP tops
drive vs. drugs

Bacolod City Police topped other police units in Western Visayas in anti-illegal drugs accomplishments from January to August this year, records from Police Regional Office-6 showed yesterday.

BCPO operatives arrested 113 drug pushers and users and charged 52 of them in court within eight months, and P280,498 in illegal drugs were recovered from the drug personalities, City Police Director, Senior Supt. Ricardo de la Paz said.

The Iloilo City Police Office ranked second with 56 drug users and peddlers arrested and about P3 million in illegal drugs confiscated, while the Negros Occidental Provincial Police Office ranked third with 50 drug personalities arrested and about P1 million in illegal drugs seized, he said.

De la Paz said the reduction in the entry of illegal drugs and the neutralization of all drug pushers are his top priorities before he leaves Bacolod.

He said they continue their case build-up against alleged big-time drug pushers in Bacolod City to gather strong evidences against them for the filing of charges.

De la Paz added that illegal drugs operation in Bacolod have been greatly affected because of their intensified campaign although he admitted that the demand for illegal drugs might increase when the MassKara festival opens next month.

The Bacolod City Police Office is closely coordinating with the Philippine Drug Enforcement Agency to curb the entry of illegal drugs during the 19-day celebration.*APN

Outreach program held in
Negros, other provinces

A two-day outreach program was conducted simultaneously by regional stations of ABS-CBN in the Visayas recently, its press release said.

In Negros Occidental, ABS-CBN News Bacolod and Bantay Bata Negros 163 led 27 private and civic organizations, companies and government agencies in the free medical-dental mission in Escalante City that benefited around 2,196 children and adults.

Around 300 pupils were given school supplies and slippers, and treated to fun games and prizes, with their parents on Sept. 14. Next day, Negrenses were also availed of medical consultation, dental services, free medicines and vitamins, circumcision, feeding program, relief distribution, free massage and haircut, the press release also said.

The project was in partnership with the 3rd Civil Military Operations Battalion of the Philippine Army, the health offices of Escalante and Bago, Alfredo E. Marañon Sr. Memorial District Hospital, Canla-on Medical Society, Philippine Dental Association–Negros Occidental Chapter, Kaberks Organization, 303rd Brigade PA and the Barangay Council of Rizal, the press release said.

The Tacloban and Cebu news bureaus also held separate medical missions that benefited a total of 2,100 indigents. Activities conducted were “Pa-birthday-han Kapamilya” for children, free check-up and medicines, haircut and feeding program, the press release added.*

Rebel returnees
join mural painting

Members of the Art Association of Bacolod-Negros held a mural painting activity with rebel returnees at the Negros Occidental Multi-Purpose Activity Center in Bacolod City yesterday, as part of the Peace Month celebration in the province.

The AAB-N members led by Corazon Golez are also exhibiting their artworks at the NOMPAC, depicting the festivals of Bacolod City and Negros Occidental.

Army Col. Oscar Lactao, 303rd Infantry Brigade commanding officer, yesterday said the participating rebel returnees are part of the 26 were given livelihood assistance by the provincial government yesterday.

Lactao said the 26 returnees are part of the 67 who have surrendered since January 2011.

He said this is a good development for Negros because it will help boost tourism and will improve the business climate.

The group also conducted an art workshop for the children of the soldiers at Camp Major Nelson Gerona in Minoyan, Murcia town, Negros Occidental June 2012.*CGS
