The Commission on Elections said a drug test is no longer required for persons intending to file their certificates of candidacy from October 1 to 5, after the Supreme Court declared such requirement as unconstitutional.

Negros Oriental provincial election officer Eddie Aba said the drug test requirement was questioned before the SC in the 2007 elections.

He added that the election period will start January 13 to June 12, 2013, and that the gun ban will be strictly implemented during the period. Prohibited acts include the alteration of the territory of a precinct, establishment of new precincts, transfer or movement of officers and employees in the civil service, and suspension of elective local officials.

The posting of the certified list of voters will be on February 12, which is also the start of the campaign period for party list groups.

Starting March 14, appointments or hiring of new employees, creation or filling up of new positions and promotions, increase in salary, remunerations and other privileges, construction of public work projects, delivery of materials and issuance of treasury warrants and similar devices for future undertaking chargeable against public funds, release, disbursements or expenditure of public funds will be prohibited.

No campaigning is allowed on March 28, a Holy Thursday, and March 29, Good Friday. On May 12 or the eve of election day, the selling, furnishing, buying, opening of booths for sale of merchandise or refreshment within 30 meters from the polling place; holding of fairs, cockfights, boxing or similar sports activities, are also banned, Aba said.*JG
