The Senate late Wednesday night censured Interior Secretary Ronaldo Puno and Justice Secretary Raul Gonzalez in connection with the Jan. 17 siege of the Iloilo Provincial Capitol by heavily-armed police commandos supposedly to implement an order of the Ombudsman dismissing Iloilo Governor Niel Tupas Sr. and two provincial board members on graft charges, a Senate press release said yesterday.

The Senate report also recommended that Chief Superintendent Wilfredo Dulay Sr., police regional director for Western Visayas who ordered the assault, be reassigned and a reshuffle of police officers in the region be effected immediately, Drilon revealed. The report further said: "Some of the members of the Regional Mobile Group acted beyond what they should have done in a crowd control situation. These acts were downright unwarranted and uncalled for. These deserve condemnation from the Joint Committees," the report said.moremoremore

Ombudsman probes cops

ILOILO CITY - The Office of the Ombudsman is investigating whether policemen who assaulted the Iloilo provincial capitol last month were following lawful orders.

Marifi Chua, director of the Ombudsman's Military and Other Law Enforcement Offices, said the five-member task force investigating the incident will determine whether the assault force was enforcing legal orders when they stormed the capitol to implement the dismissal order against Iloilo Gov. Niel Tupas Sr.

Chua said that they will also investigate whether there was excessive use of force and if the policemen had followed the prescribed rules of engagement. moremoremore

Oti seeks installation
as mayor, hearing set

The Commission on Elections First Division has set the hearing of the motion of Jose "Oti" Montelibano for execution of its order declaring him the winning mayor of Silay City for Monday morning.

Montelibano said the First Division will hear the motion for execution pending the motion for reconsideration filed by Carlo Gamban before the COMELEC en banc. If the First Division grants his motion for execution, Montelibano said, he will be able to sit as mayor of Silay City while the COMELEC en banc decides on the motion for reconsideration filed by Gamban.

Gamban, on the other hand, said he will oppose the motion for execution, pointing out that he is the rightful and legitimate winner of the May 11, 2004 Silay City election for mayor. .moremoremore
