PNP filing murder raps
vs. wanted policeman

Murder charges will be filed today before the City Prosecutor’s Office against Police Officer 1 Kenji Beloya, who shot to death his neighbor Vivian Niepes, 59, in Brgy. Singcang-Airport, Bacolod,  last week.

Senior Police Officer 4 Homer Vargas, head of the Bacolod City Police Investigation and Detection Management Section, yesterday said they failed to file the charges yesterday because the victim’s death certificate was not signed by the civil registry immediately.

Vargas said that among the evidence that they will present in court to strengthen the case against Beloya are the affidavit of Niepes’ son Romeo, the victim’s picture when she was shot and the empty shells recovered from the crime scene.

The police will also submit the victim’s autopsy report and death certificate, Vargas said.

Beloya, who had been detailed as a police security escort of Bacolod Mayor Evelio Leonardia since April, has been recalled by the City Mobile Group, its head, Insp. Alexander Demaculangan, said.

Demaculangan said they sent Beloya a return to work order, which was received by his relatives on December 5.

If Beloya fails to return to duty after he receives three return to work orders, he will be tagged as absent without leave, Demaculangan added.    

Niepes’ son, Romeo, said that his mother will be laid to rest at about 2 p.m. Thursday at the Bacolod City Cemetery at Burgos Street after a mass at the San Sebastian Cathedral.

Romeo said that he is happy that they are little by little attaining justice for his slain mother, saying that they are contended with the way the police investigation is going.*APN
