A kagawad filed an administrative case yesterday for dishonesty against his barangay captain, for allegedly deducting from his honorarium against his will.
Pulantubig Kagawad Santiago Dolino accused Brgy. Captain Ramil Cornelia of deducting P500 from his honorarium for failure to attend one of two regular sessions in September last year.
During the hearing of the administrative case, Dolino himself admitted he was absent in the September 3, 2008 session and signed the receipt for the deduction.
Cornelia said the deduction was unanimously agreed on during one of their regular sessions as part of their internal rules, and that Dolino was the only oppositor.
This developed as the hold-over president of the Liga ng mga Barangay Kagawads, Choy Gallarde, stressed that other barangay councils may be doing it, and unjustified absences are deducted from their monthly honorarium.
There was even a suggestion to deduct half the honorarium of barangay officials if one session is missed without justifiable reasons.
Dolino told the administrative hearing, the amount would have gone a long way in helping his constituents by giving them several kilos of rice every pay day.
Edwin Abil, counsel for Cornelia lauded Dolino for announcing that his honorarium goes to his constituents every pay, and that barangay residents will take his word for that.*RG
