Gov. Isidro Zayco yesterday said he is approving the recommendation of the Provincial Bids and Awards Committee for the rebidding of the renovation of the Valladolid District Hospital in Valladolid, Negros Occidental.
He is also approving the awarding of contracts for the construction of the new Negros Occidental provincial jail in Bago City and the renovation of the Valeriano Gatuslao Memorial District Hospital in Himamaylan City to the second lowest bidders.
The unanimous recommendations of the PBAC were made with the concurrence of Max Cordero, observer of the Diocese of Bacolod on the committee, Zayco said.
Percival Salado Jr., PBAC chairman, said that, after a thorough review, the committee unanimously agreed to recommend the failure of bidding for the Valladolid District Hospital renovation, and for the conduct of a rebidding in February.
The lowest bidder, Legacy Construction, was found to have negative slippage of 20.68 on its current project with the Bacolod City Water District and to have no track record for a project at least 50 percent similar to the renovation of the Valladolid District Hospital as required by PBAC rules, Salado said.
The second lowest bidder, Galeno Construction, was disqualified for not using the proper bid form, the third lowest bidder BE Construction was found to have a poor track record in Iloilo, and Micro Asia Builders did not meet the requirement for a 50 percent track record on a similar project, he said.
HIMAMAYLAN HOSPITAL
For the renovation of the Valeriano Gatuslao District Hospital, Salado said there were three bidders, with Pearly Construction –submitting the lowest bid of P21,284,677.45 followed by Dynamic Builders and Construction Co. – P21,310,806.83 and BE Construction in third – P21,316,651.75.
PBAC found that Pearly Construction submitted three sworn affidavits supposedly signed by the owner of the firm Lily Lim, but were actually signed by her authorized representative, making its bid legally defective, Salabas said.
“So we conducted a post qualification on the second lowest bidder, Dynamic Builders and Construction, and did not have any negative findings so we are recommending that the renovation and expansion of the Himamaylan hospital be awarded to it,” he said.
PROVINCIAL JAIL
Salado also said the three bidders for the provincial jail were B.E. Construction with a bid of P22,907,078 , Jaime B. Ching Enterprises – P27,500,308 and Dynamic Builders – P27,954,670.
The PBAC disqualified BE Construction because of its poor track record in Iloilo and its failure to reach the 50 percent track record requirement, he said.
No defect was found in the bid of the second lowest bidder so the PBAC is recommending that the jail project be awarded to Jaime B. Ching Enterprises, Salado said.
Members of the PBAC aside from Salado are engineer Leoncio Garrucho Jr., Lucille Pines and Mary Ann Manayon Lamis.
Salado said that Cordero was present in all of their meetings.
Cordero said the PBAC complied with the provisions of the law in the handling of the bidding of the three projects.
Zayco said he will also ask the representative of the Diocese of Bacolod to also be an observer when the actual work on the three projects start.
