The contractor of the flyover project in Bacolod City is now processing their permit to conduct soil boring test along Lacson Street, Bacolod City, from the Office of the Building Official, OBO head engineer Teresita Guadalupe said yesterday.
The soil boring test conducted along Lacson Street for the flyover project stopped Friday when the Associated Services Training Center was issued a notice of violation by the OBO for lack of permit.
Guadalupe said she also instructed the contractor to secure a clearance from the Department of Public Works and Highways which is a requirement. She said ASTC intends to bore six holes and has already started with two along Lacson Street.
As of yesterday, the contractor still lacked one of the nine conditions in their application which requires them to secure conformity from the owner of the lot and the adjacent establishments in the area before conducting any soil exploration or boring test to avoid any conflict with them, Guadalupe said.
She said she was told by the contractor that the owners of the establishments have already given their verbal conformity, but she required them to submit a written consent, she added.
Guadalupe said the contractor should get a permit before conducting a soil boring test since this will involve the temporary enclosure of the sidewalk. She said the contractor must also secure a building permit from her office before they start the construction of the flyover project.
Meanwhile, Bacolod City Administrator Roger Balo said Presidential Bridge Program Project Management director Emil Sadain had coordinated with the Office of the Mayor of Bacolod City and has requested for the official endorsement of the flyovers so they may pursue the construction of the projects on March 30, 2007. He said the information can be found in the website of the DPWH.
Balo said that, based of the DPWH website, the flyovers, which are a project of President Gloria Macapagal Arroyo, will be constructed at the junction of Lacson-Burgos streets and Lacson-B.S. Aquino Drive.
He said Sadain has informed Iloilo Mayor Jerry Treñas of the second flyover project in the region to be implemented in Bacolod City soon after the first project in Iloilo is completed.
After the Bacolod flyover, the construction crew will go back to Iloilo to start the second flyover project in front of SM City-Iloilo.
Balo said they have received the resolutions of the barangays within the vicinity of the proposed flyovers in Bacolod endorsing the projects. He said the Bacolod City Development Council, where the 61 barangays in Bacolod are represented, also endorsed the flyover projects.
The flyover project in Bacolod City will definitely be a priority of the city government this year, Balo said.*CGS
