Canlaon encounter
legitimate, army says

BUT KIN SEEKING  UNBIASED PROBE
BY GILBERT BAYORAN & PATRICK PANGILINAN

The military yesterday maintained that the killing of a New People’s Army red fighter and their civilian supporter was an offshoot of a legitimate encounter in Brgy. Panubigan, Canlaon City, Negros Oriental, and added that they even welcomed and will support an “independent investigation” of the incident.

Lt. Col. Franco Nemesio Gacal, 11th Infantry Battalion commander, said the “strike mission” was executed by his troops stationed in Brgy. Masulog, Canlaon City, because of information relayed to them by civilians about presence of a group of armed NPA rebels in the place.

Gacal dismissed as “baseless” claims of human rights group Karapatan that it was a “massacre”.

BY JUDY F. PARTLOW

A total of P451 million in national and local funds have been calendared for a massive road concreting project in the second district of Negros Oriental for this year as part of President Gloria Arroyo’s road network program.

Rep. George Arnaiz (Neg.Or, 2nd District) disclosed that Arroyo had approved the project, which shall be up for bidding by next month.

Arnaiz expressed hopes that full implementation of the project will start in April. The project covers several individual stretches of road traversing the national highway from the Dumaguete-Bacong boundary passing through the towns of Sibulan, San Jose, Amlan, Tanjay City, Bais City and to the upland town of Mabinay.
