PICPA to sponsor seminar

The Philippine Institute of Certified Public Accountants Negros Occidental, in cooperation with the Negros Occidental CPAs in Public Practice Association Inc., will sponsor a half-day seminar on Resolution 88, Series of 2009, on Friday 1 to 5 p.m., at Business Inn Hotel, Bacolod City, a press release from PICPA said.

The resolution was issued by the Professional Regulation Commission – Board of Accountancy on the “Adoption of the Rules and Regulations for the Implementation by the Professional Regulatory Board of Accountancy of the Quality Assurance Review Program.”

This resolution, which will be discussed by BOA vice chairperson Ma. Elenita Cabrera, requires mandatory enrollment in the QAR Program, which is a prerequisite for accreditation or renewal of accreditation as a CPA in public practice, and the payment of annual registration fees ranging from P4,000 to P250,000, depending on the risk categories, the press release said.

Silay to mark
Cinco de Noviembre

Silay City in Negros Occidental will commemorate the 111th anniversary of El Cinco de Noviembre 1898 tomorrow on the theme “Ugyon Silaynon, Kauswagan Padayunon,” a press release from the Silay City Tourism Division said.

Mayor Jose Montelibano said the celebration is a thanksgiving for the awards and citations received by Silay which included the National Star Award for Silay TB DOTS Center, Sandugo Hall of Fame Award for Brgy. E. Lopez, PNRC Sandugo Award for Barangay IV, championship trophy for Funrobics of Silay Diabetic Society, national finalist for Healthy Lifestyle Advocates, and a grant for Reproductive Health Program.

The recent national awards came from the Department of Tourism and the Association of Tourism Officers of the Philippines, wherein Hugyaw Kansilay Festival won first runner-up in the Best Tourism Event of the Philippines – component city category, and Severino Pacete, tourism officer of Silay, was chosen Most Outstanding Tourism Officer of the Philippines, the press release said.

After the 6 a.m. Thanksgiving Mass at San Diego Pro-Cathedral tomorrow, Silaynons will reenact “Heroes March to Freedom” and the opening program will be held at the Cinco de Noviembre Marker at Brgy. Cinco de Noviembre.

Messages will be given by Gov. Isidro Zayco, Rep. Jose Carlos Lacson, Mayor Montelibano, Vice Mayor Mark Golez, Councilor Jose Raymundo Locsin and Barangay Captain Efren Dequilla.

“Panumbalik – Kasaysayan”, a theatrical presentation directed by Imak Salmingo of the Christian Community Theater-Silay Chapter will highlight the program.

The mural painting on the “Silay Bloodless Revolution” performed by the local artist under the supervision of Solo Locsin, consultant on historical research and Achilles Corteza, deputy director for the culture and the arts, will be opened to public, the press release said.

By 10 a.m., Adobo and Muscovado Festival will officially start at Balay Negrense Museum lawn in a barrio fiesta setting.

Museum director Maida Jison said the winners will receive cash prizes and certificates of recognition.

Guests will be Gov. Sally Perez of Antique, Gov. Gwen Garcia of Cebu and Director Cecile Guidote Alvarez of the National Commission for the Culture and the Arts.

Adobo, delicacies and souvenir items for sale will be made available for visitors and “Paniaga Rebolusyonaryo” will be hosted by Brgy.Cinco de Noviembre Council.

Meanwhile, Revolution Against Climate Change” is the Negros Day offering of the University of St. La Salle in Brgy. Balaring, where 70 students will plant mangrove seedlings at Silay Ecotourism Park, the press release said.

Other activities at the public plaza are Kasaysayan Drum Corps Competition (2 p.m.), Cinco de Noviembre Challenge (4 p.m.), Gourmet Adobo Demonstration (4 p.m., Civic Center), Dance-Drama Competition (5 p.m.), Fireworks Display (8 p.m.), and the Evening Comedy Show (8 p.m.) sponsored by Albee Benitez featuring Giselle Sanchez, the press release added.*

Mayor to receive
award for city library

Mayor Evelio Leonardia and City Librarian Merlyn Corpus will receive the Outstanding Library award for the Bacolod City Library at the TNL Auditorium in Manila, today. 

The Bacolod City Library ranked number one in Western Visayas and was chosen as one of the top six outstanding libraries in the country, joining the ranks of those from Davao City (Davao), Dagupan City (Pangasinan), Angeles City (Pampanga), Zamboanga City (Zamboanga), and Talisay City (Negros Occidental), a City Hall press release said.

The award is given to city libraries with excellent programs, services, and facilities that enhance interest for learning, the press release said. 

Leonardia said the award given to the city library is a manifestation of the city government’s support to various activities that promote education and learning. He also thanked the city employees who worked tirelessly for the improvement of the library and the private and civic groups who donated books and other learning materials.

The mayor is expected to be back in Bacolod in the afternoon, the press release said.

The awarding ceremonies will highlight the opening of the month-long celebration of the Library and Information Services Month spearheaded by the National Committee on Library and Information Services of the National Commission for Culture and the Arts, in cooperation with the National Library of the Philippines and the Philippine Librarian Association Inc.

Bacolod City was also recently cited as the Top Regional Performer for its Public Employment Services Office and is a finalist for the national award.  The city is also vying for the regional 2009 Search for Excellence in Local Governance awards, the press release said.

Since 2004, the city has been a recipient of various regional and national awards, among them the Top 3 Best City Disaster Coordinating Council, the Consistent Regional Outstanding Winner in Nutrition award, Most Business Friendly City, Most Child Friendly City, Most Disabled Friendly City, Most Competitive Mid-sized City, and Best Public Sector award, the press release added.*

celebrates nursing days

The Northern Negros State College of Science and Technology School of Nursing is celebrating a two-day Nursing Days, that started yesterday, at the Negros Occidental Multi-purpose Activity Center in Bacolod City.

The theme is “One Family and One Institution, Moving Towards Excellence and Global Competitiveness,” a press release from the Capitol said.

Spearheaded by the school’s Nightingale Organization, the activity kicked off with a motorcade followed by a program.

Sports and cultural activities such as volleyball, chess and table tennis as well as a beauty pageant highlighted yesterday’s activity, the press release said. 

Present at the opening program were Provincial Human Resource Management Officer and Secretariat head of the Negros Occidental Scholarship Program, Virginia Parreno; Nursing Scholarship coordinator Cheryl Siana; NONESCOST Students Services Division director, Ritchie Balandra; Nightingale Organization adviser, Joevelyn Badayos; and NONESCOST Faculty and Staff, and others.

Meanwhile, a seminar on Solid Waste Management will be conducted today with Joel Belascuain of the Cadiz City Solid Waste Management Program as the resource person. Team building games and a raffle draw will be held in the afternoon, the press release added.*
