on coastal protection

The cities of Kabankalan and Himamaylan, and the municipality of Ilog in southern Negros Occidental entered into a Memorandum of Agreement for the restoration, protection and conservation of their coastal resources, at the Gabaldon Building of Ilog Elementary School, recently, a Capitol press release said.

Known as the Kabankalan-Himamaylan-Ilog – Integrated Coastal Area Management Council, or KAHIL-ICAMC, the MOA was signed by Mayor Carminia Bascon of Himamaylan as the council chairperson, and Mayor Pedro Zayco of Kabankalan, and Mayor Joyce Alvarez of Ilog as vice chairpersons.

Gov. Isidro Zayco, who was one of the signatories of the agreement, is the honorary chairperson of the council.

The agreement, which is in line with the Local Government Code of 1991 or Republic Act 7160, not only empowers LGUs to enforce fishery laws within their territorial jurisdiction and conservation of mangroves, but also states that the localities will work for the maintenance and preservation of sound ecological balance and clean environment, the press release said.

The revival of the KAHIL-ICAMC, in partnership with the German Technical Cooperation, or GTZed, is an inspiration for the three LGUs to work together for the future of the fisherfolk, Bascon said.

Mayor Zayco also emphasized the important role of the council in the preservation and protection of the coastal resources, the press release added.*
