The Sangguniang Panlalawigan of Negros Occidental recalled its approval of a municipal ordinance of Moises Padilla town, saying it cannot act, or initiate a review of an ordinance disapproved by the Sanggunian Bayan, Councilor Dolly Yasa said.
The ordinance concerns the sale of government a government property to the actual occupants in Brgy. Guinpana-an of the town, with terms of payment set at 20 years.
Yasa said the ordinance was vetoed by Mayor Francisco Nazareno, who wants the terms of payment to be set at 10 years.
She said the council tried to over ride the veto, but lost by one vote. Despite that, she said, the SB secretary endorsed it to the Negros Occidental SP, and changed the mode of payment from 20 years to 10 years, without their concurrence.
The Negros Occidental SP approved the ordinance, as it appeared to be valid in form and in substance, unaware of the irregularities attending to its passage, she claimed.
The recall approval of the ordinance was made by the Negros Occidental SP, after Yasa asked for a reconsideration of its decision.*GPB
