A complaint for alleged maltreatment has been filed against Chief Inspector Noel Mana-ay, Talisay police officer-in-charge, before the Commission on Human Rights, its provincial chief, Romeo Baldevarona, said.

Baldevarona yesterday said that complainant Vernie Hechanova claimed that he was allegedly mauledby Mana-ay during his arrest on July 24.

Mana-ay, in an interview with ABS-CBN,denied the claims  of Hechanova, saying the complainant may have been mauled by inmates at the Bureau of Jail Management and Penology, where he was detained.

 Baldevarona said Hechanova furnished the CHR office a copy of his medical certificate to backhis claims.

Mana-ay said they will also file charges for alarm and scandal against Hechanova, who was unruly when he was arrested.

Baldevarona said they will also get the side of Mana-ay.

Senior Supt. Allan Guisihan, provincial police director, said they have not received any formal complaint against Mana-ay. *GPB
