public funds ‘misuse’

An investigation is ongoing  in the Sangguniang Panlalawigan  to  verify  reports that funds intended for medicines are  being used for personal purposes in Negros Oriental.

The information was brought before the SangguniangPanlalawigan by a member,  after approving the appropriation ordinance of more than P7 million worth of medicines for the  province.

The amount will be divided  into  P1 million for each  district,  and P500,000  for each member of the SP.

‘Gun-for-hire leader’
arrested in Bayawan

Police arrested Wednesday in Bayawan City, Negros Oriental, a suspected leader of  a gun-for-hire group who is also facing  murder charges for the death of  former beauty queen before a Regional Trial Court in Dumaguete City.

The suspect was identified as Joselito Concepcion Dairo, 29, married, a resident of Poblacion Bayawan and alleged leader of the “Tata Group”, Supt. Crisaleo Tolentino, recently installed OIC Dumaguete police chief, said.

Dairo was arrested by virtue of a warrant of arrest issued by Judge Maria Mercedita Sarsaba of the RTC Branch 31 in Dumaguete, in charges docketed as Criminal Case No. 2010-20032 for murder.

messages sought

An ordinance regulating the reading or broadcasting, publication of libelous, unverified and anonymous text messages, phone calls and web posting to the public using radio airtime and television shows was   approved on first reading by the Sangguniang Panlalawigan Tuesday at the  Capitol  in Dumaguete City.

Author of the proposed ordinance   Arnolfo Teves Jr., who sits as ex-officio member of the SP  representing the Association of Barangay Captains,  explained that  the proposed measure equally protects the  broadcaster or the writer from being charged with libel,  and any individual from baseless, unfounded,  and unverified accusations on air.
