The Bacolod Sangguniang Panlungsod is calling on the management of the Bacolod City Water District to allow the reconnection of waterlines to all public elementary and high schools immediately upon completion of their application requirements, pending possible dispute with the city.
The call was contained in a resolution passed by the SP Wednesday.
Authored by Councilors Dindo Ramos and Homer Bais, the resolution said a number of public educational institutions in the city were disconnected of their water connection with BACIWA due to unpaid water bills that was formerly the obligation of the city.
Due to the absence of potable water in these public schools because of unsettled water bills, students and faculty members do not only suffer from undue inconvenience, but likewise from sanitation concerns and unsound and unhealthy environment, it said.
The resolution said these public schools are presently enjoying fiscal autonomy where they now manage their own funds and pay their own accountabilities including but not limited to light, power and water, and all other maintenance and operating expenses.
It said these public schools can be financially responsible of paying off their obligation with BACIWA in case their waterlines are reconnected by the District and they are no longer dependent on the city for financial support to meet their contractual obligation.
Meanwhile, the SP also passed a resolution urging the Bacolod City Legal Enforcement Unit under the City Mayor’s Office and the Bacolod City Police Office to take necessary legal/disciplinary action against the perpetrators of indiscriminate marking, painting, lettering and scrawling (vandalism) in any manner on public or private property without the consent of the owner.
