Deadline for PARCCOM
applications set

The Department of Agrarian Reform Negros Occidental is calling all candidates and nomineesfor chairmanship of the Provincial Agrarian Reform Coordinating Committee to submit their applications not later than March 9, Ronald Gareza, chief of the Agrarian Reform Program said yesterday.

The applicant must be a resident of the province, at least 21 years old with good moral character and sound mind, must not be a government employee or an elective official, and must be an active supporter of CARP, Gareza said.

He said a DAR evaluation committee will review and rate all applications, then qualified applicants will be recommended and endorsed by the provincial agrarian reform officer and DAR regional director.

From there, the Presidential Agrarian Reform Council screening committee will re-evaluate the candidates and will recommend the top three applicants, in which the President of the Philippines will appoint the most qualified candidate to chair the PARCCOM, Gareza said.

The functions of the PARCCOM chairperson include monitoring CARP implementation and executing operational responsibilities, he added.

PARCCOM, on the other hand, serves as the forum for policy formulation and inter-agency work program of the Provincial CARP Implementing Teams and DAR provincial officers, he said.

Gareza also said that PARCCOM conducts on-site inspections, public hearings, and consultations with the concerned sectors and entities like the farmers and farm workers organizations, agricultural cooperatives, Provincial Development Council, and Provincial Agricultural and Fisheries Council.

Other functions, of the chairperson are to provide information on the provisions of existing and applicable agrarian laws, issuances, and guidelines, Gareza added. *LTG
