City SP condoles
with Lucasan kin

The Bacolod Sangguniang Panlungsod approved a resolution expressing condolences to the family and relatives of former Bacolod Vice Mayor Inocencio Lucasan Sr. who passed away Tuesday.

Lucasan, 91, had suffered a stroke and died of renal failure at about 1:30 p.m. Tuesday in Bacolod City.

Acting Bacolod Mayor Jude Thaddeus Sayson yesterday said the SP will hold a necrological service for Lucasan after they have coordinated with his family.

He recalled that he used to accompany his father, who was also former vice mayor of Bacolod, and Lucasan when the latter ran for mayor against Alfredo Montelibano Jr.

Sayson said Lucasan was a nice man, very lovable, cool under pressure and a very amiable and likable person.

Lucasan was born on July 4, 1920 to Nicanor Alaja Lucasan and Elena Canillada Yanson.

He was a diligent, inquisitive and very generous person as described by his family.  He had a sense of affinity with the poor where he came from, was very energetic and athletic.

Lucasan studied at the University of Santo Tomas and earned a bachelors degree in Accountancy.

Records at City Hall showed that during the war, he dedicated most of his efforts to CADRE military training and served as master sergeant. 

He entered public service as vice mayor of Bacolod in January 1964 to December 1967 with then Mayor Romeo Guanzon and former Councilors Jovito Sayson, Rolando Estrella, Teodoro Aritao. Pablo Torre, Rinaldo Remitio, Alberto Drilon and Tiburcio Tumbagahan.  He served also as a city councilor from January 1972 up to April 30, 1986.

Lucasan was chairman of the SP Committee on Police and Fire,  vice chairman of the Committee on Good Government and a member on the Committee of General Services from 1972-1975.  He was also chairman of the Committee of Social Defense from 1976-1979, 

He garnered the highest number of votes in 1980 local election and was also floor leader and chairman of the Committee of Social Defense from 1980- 1986.

Lucasan is survived by his wife Julieta Lucasan and their children.*CGS

conference kicks off

The National Book Development Board, a government agency mandated to promote book reading and the development of the book industry, will be conducting an Academic Publishing Conference today and tomorrow at the University of St. La Salle in Bacolod City, a press release from organizers said.

On the theme “Venturing into Academic Publishing,” the conference will gather university-based publishers and other commercial publishers based in Western Visayas to provide them with the latest developments in the book publishing industry.

The two-day conference will be featuring experts both from the academe and the book publishing sector in the Philippines, who will talk about topics ranging from the basics of academic book publishing, and how to market academic books up to the latest copyright issues and e-publishing trends, the press release said.

The NBDB will be flying in experts from the biggest universities and commercial publishers in the country, including UST Publishing House’s Dr. Cristina Pantoja Hidalgo who will talk about “The UST Publishing House’s Experience”; De La Salle University’s Isagani Cruz who will speak about “The Academic Publishing Market and Distribution Channels”; and Ateneo de Manila University’s Oscar Campomanes who will lecture participants on “The Basics of Writing Articles and the Journal Review Process,” the press release said.

Kristine Mandigma of Vibal Publishing will also give a talk on “E-Publishing for Academic Publishers,” while Paolo Sibal of Central Book Supply will discuss “Publishing on Demand.”

Louie Calvario of the Intellectual Property Office will likewise deliver a lecture on the issue of copyright for publishers and Alvin Buenaventura of Filipinas Copyright Licensing Society’s will give a talk about authors’ reprographic rights.

CHED Commissioner and NBDB Board Member, Dr. Nona Ricafort, will deliver the opening remarks while NBDB executive director, Andrea Pasion-Flores, will brief participants on NBDB’s mandate and programs for the book publishing industry, the press release said.

The NBDB has been holding academic publishing conferences in key cities around the country since 2007, to help encourage local educational institutions to venture into the book publishing business.

This year’s conference is co-sponsored by the USLS-Bacolod, Vibal Publishing House, FILCOLS, IPO and CHED.

The Academic Publishing Conference is expected to draw participants from the provinces of Iloilo, Negros Occidental, Capiz, Aklan, Antique and Guimaras, the press release said.

Established in 1995 by virtue of Republic Act 8047, or the “Book Publishing Industry Act,” the NBDB is mandated to support the development of the Philippine book industry. It is currently an attached agency of the Department of Education, the press release added.*

Month of women celebrated

The Negros Occidental Provincial Council for Women kicked off the 2011 Women’s Month Celebration with a forum on climate change and the Negrense women’s heath and education situation at the Social Hall of the Capitol in Bacolod City Tuesday.

Resource person on the topic “Climate Change and the Negrense Women” was Provincial Environment and Management Office head, Ma. Aleta Nunez, who urged the women leaders present to help address global warming by doing climate change adaptation and mitigating measures starting from their homes, schools and communities, Marie June Pavillar-Castro, PCW board secretary, said.

Nunez outlined the brief history, international and national laws on climate change, and urged the women to get into information, education and communication, advocacy and trainings, water and energy saving measures, and tree growing, in partnership with other sectors or stakeholders.

Board Member Mae Javellana, chair of the Gender and Development Committee and Action Officer of the GAD Focal Point Team, assured the women that the Provincial Government headed by Governor Alfredo Marañon Jr. is supportive of programs for women’s empowerment and development.

Board Member Helen Zafra, in her solidarity message, lauded the women for coming together and making the MDGs the focus of the women’s month celebration, especially on the issues of extreme poverty and hunger, health, education and environmental sustainability.

The Provincial Planning and Development Office prepared a women’s statistical presentation in the areas of population, health, nutrition, education and political participation that was presented by Dionela Flores-Madrona, a PCW officer who is involved in the Pantawid Pamilyang Pilipino Program, an anti-poverty program of the Department of Social Welfare and Development that is also geared towards helping achieve some of the MDGs.

PCW chairperson Wenonah Martyr of Sagay City reported that at the end of the forum, all participants were given seedlings came from La Granja, La Carlota City and the PEMO to plant and grow in their backyards.*
