SP ok’s appointment
of BCC administrator

The Bacolod Sangguniang Panlungsod passed a resolution yesterday confirming the appointment of Johanna Ann Rabago-Bayoneta as college administrator of the Bacolod City College.

Those who voted in favor of Bayoneta’s appointment were Councilors Caesar Distrito, Em Legaspi-Ang, Al Victor Espino, Roberto Rojas, Carlos Jose Lopez, Homer Bais and Elmer Sy who moved for the passage of the resolution.

Councilors Archie Baribar, Sonya Verdeflor and Catalino Alisbo, who voted against it, said Bayoneta should be appointed as college president and not as college administrator and that she should have a doctorate degree in Educational Management and not Developmental Management.

Distrito yesterday said that, based on the opinion of the Civil Service Commission, the position of college administrator is equivalent to that of a department head, while the position of college president is not covered by the Department of Budget and Management.

He said the only requirement of the CSC for a college administrator is that one should be a college graduate and have CSC eligibility.

Distrito said he believes that Bayoneta is qualified for the position of college administrator of the BCC under opinion rendered by the CSC.*CGS
