PNP training
schools lack facilities

Chief Supt. Luis Saligumba, director of the Philippine National Training Institute, Monday underscored the need to put up additional facilities and manpower in the different Philippine National Police training schools.

Saligumba said the number of police recruits rose by 100 percent, and the the PNP is recruiting 10,000 new policemen and women every year.

“We also need additional personnel to have a good output of trainees” Saligumba, who installed Senior Supt. Rolen Balquin as the new director of the Regional Training School 6 in Brgy. Mansilingan, Bacolod City, Monday, said.

He, however, said the lack of facilities is now being addressed by the Philippine Public Safety College, headed by Margarita Cojuangco.

Saligumba said they are also working closely with the PNP and National Police Commission on the selection process, because of the involvement of several PNP members in criminal activities.

The Napolcom has approved the recommendation of PNP Chief Raul Bacalzo to reverse the selection in the recruitment of policemen, by having the neuro-psycho test done before the physical examination, to determine if the police trainee is in the right mental state, Saligumba said. He added that there were cases before where recruits and trainees passed the physical tests, but failed in the neuro-psycho examination.

Saligumba used to command the 2nd Special Action Force Battalion, that was assigned in Negros Occidental, in 1998.

Balquin, who replaced Supt. Hector Maestral as RTS 6 director, said he will give emphasis to discipline in the training of police recruits and policemen pursuing career advancement courses.

He also vowed to continue the programs implemented by his predecessor, and introduce reforms that may be needed.* GPB

CSC honor
awards search on

The Civil Service Commission search for the 2011 outstanding officials and employees known as the Honor Awards Program, has begun, the Philippine Information Agency said in a press release yesterday.

The theme “Hero Ang Public Servant’ is apt for the CSC advocacy to promote a culture of excellence and recognize exceptional performance of men and women in government service, the press release said.

The awards will be in three categories, the Presidential or Lingkod Bayan Award, the Outstanding Public Official and Employee or the Dangal ng Bayan award, and the CSC Pagasa Award.

Individual nominations and group nominations are now being accepted and deadline for the submission of nominations is on March 31, 2011, it said.

Cash prizes and plaques of recognitions will be given to the winners in an awarding ceremony in Malacañang, highlighting the 11th Philippine Civil Service Anniversary in September.

Flying lanterns
to kick off party

More than 100 fire lanterns will be lit up and simultaneously released into the sky by partygoers at the “Fire: An Ultimate Summer Party” at Flow SuperClub at Lacson Street Bacolod City 10 p.m. to 3 a.m. April 16.

The party will showcase a fusion of entertainment, art, fashion, music and partying all in one night, a press release from organizers said.

Ten fire dancers will heat up the stage during the releasing of fire lanterns, along with a bonfire at the club’s car park area, that will be capped by the performances of The Patiqueros, Cebu’s top tribal drumbeater, and DJ Leandro Zayco, who will both play percussions fused with canned music, the press release said.

Virginia, Cebu’s top entertainer, will also perform, Bacolod’s designer John-John Ditching will showcase his Summer and Black and White Collections, and stylist Benjie Borja will showcase his Mood of Summer Hair and Make-up Styles, in A Taste of Summer Collections 2011 featuring 10 Black Out Models.

Girl Scouts hold reg’l meet

The Negros Occidental and Bacolod Girl Scout councils recently hosted three-day regional conference of all council presidents and council executives in the Visayas at Mambukal Resort in Murcia, Negros Occidental.

It was attended by delegates from Aklan, Antique, Bacolod, Calbayog, Capiz, Samar, Eastern and Northern Samar, Leyte and Southern Leyte, Cebu, Bohol, Negros Oriental- Dumaguete-Siquijor, Bacolod and Negros Occidental, a GSP press release said.

Also at the conference were GSP national president Dr. Salud Bagalso, national executive director Ma. Dolores Santiago, Visayas Regional Vice Chair Dr. Profetiza Lim and Regional Executive Director Aida Saromines as special guests, the press release said.

It added that the hosting councils were led by Jocelle Batapa-Sigue, Merly Filoteo, Ruby Velez, and Carmencita Roble.*
