Crisis mgmt
workshop conducted

The Local Government Academy under the Department of Interior and Local Government conducted an Orientation Workshop on Crisis Management for Local Governments at Days Inn Hotel, Mactan-Cebu, Lapu-Lapu City, recently, a press release from the Bureau of Fire Protection said.

The event covered four modules during the two-day lecture. These are Crisis Management Concepts and Policies lectured by Supt. Orlando Yebra Jr.; Structure and Mechanisms on Crisis Management discussed by Chief Supt. Samuel Pagdilao Jr., former regional director of PNP-Region 6 now the RD of PNP-Region 4A; Strategies and Procedures on Crisis Management (Process and Procedure in handling different types of crisis incidents) discussed by four panelists: Kidnapping – Senior Supt. Isagani Nerez, Hostage Taking – Supt. Orlando Yebra Jr., Carnapping – Senior Supt. Edwin Butacan, and Bombing – Senior Supt. Jonathan Ureta, the press release said.

Dr. Erasto Lim Sanchez Sr., head of Program Management Office and Public Order and Safety Office of San Pedro Laguna, discussed the module on Preparing an LGU Action Plan to Develop the Crisis Management Plan.

Participants from different cities presented their LGU Action Plan in the afternoon workshop.

Delegates from Bacolod City were led by the city administrator Rogelio Balo, with Dino Ponsaran – OIC, DILG; Senior Supt. Ricardo de la Paz – OIC city police  director; Fire Chief Insp. Pamela Rojane Candido – OIC city fire marshal; Fire Insp. Jenny Mae Masip – chief Admin/Supervisor of Bacolod City Fire Station, J/Senior Insp. Ruth Estales – female wardress; J/Insp. Castle Masip – chief, operations of Bacolod City District Jail, Ma. Luz Maapni – medical officer IV of City Health Office; and Sally Abelarde – social worker officer IV, OIC-DSSD.

Cebu City, Mandaue City and Tagbilaran City also sent representatives to the orientation workshop, the press release added.*

Four day care centers
hold recognition rites

The first four Day Care Centers in Bacolod City held their Recognition Day for 2011 recently in Brgy. Alangilan, in a DSSD-sponsored Mass Recognition of Pre-Schoolers, a City Hall press release said. 

The ceremony for officers of four day care parents groups was also held at the covered court of Alangilan Elementary School, with executive assistant Vic Ramos, and Department of Social Services and Development head Sally Abelarde present.

There were 60 day care pre-schoolers with ages ranging from 3 to 4, who were recognized, while parent-officials for the Mothers’ Clubs were inducted into office.  The mothers came from Alangilan Proper, Bantug, Arceo and Bendito Day Care Centers, led by their presidents: Victoria Margallo, Angeles Sarmiento, Ernie Mercano and Melanie Judiana.

The theme of the Mass Recognition was “Kung Bright Child ang Gusto, Mundo’y Ingatan Mo,” the press release said.

Abelarde spoke on the role of day care workers and parents on the Day Care Service Program, “Capacity Building Parental Empowerment and Re-affirmation of Parental Abilities,” and other social development programs for the children and their families in the community.

Abelarde disclosed that the DSSD’s 4Ps cash distribution to indigent families will resume in April, the press release added.*

Stay away from drugs,
town SK officials told

The stern warning came from Jose Fulgencio Espina to all Sangguniang Kabataan officials in EB Magalona, Negros Occidental, during the anti-drug abuse symposium held at the town’s Wilkinson Social Court recently, a press release from EB Magalona said.

Espina, a former drug dependent turned Capitol employee, was the inspirational speaker during the symposium attended by about 200 SK chairpersons and kagawads from the 23 barangays of EB Magalona.

Dr. Edwin Jayme, the town doctor, also discussed the ill-effects of illegal drugs on the human body, especially on the brains.

PO2s Mary Grace Barquilla and Ronilo Maru of EB Magalona PNP, talked about penalties meted on those engaged in the illegal drug trade.*
