A resolution requesting the mayor to create a technical committee to study the profile of coastal barangays, specifically Barangays Punta-Taytay and Pahanocoy, to promote tourist attractions and provide livelihood to residents, is being proposed by Bacolod Councilor Carlos Jose Lopez.
The resolution said there is a need to study extensively the profile of Barangays Punta-Taytay and Pahanocoy to encourage the people to protect the coastal area and provide revenue generating policies.
Meanwhile, Bantay Dagat Task Force volunteers, residents of barangays Banago, Punta Taytay, Singcang and Tangub, and the City Agriculture staff recently completed three-day training and seminar on Fishery Law Enhancements and Enforcement, at Business Inn Hotel, Bacolod City, a press release from the office of Lopez said.
The seminar was in line with the Bantay Dagat Production, Protection and Fishery Conservation program of the administration of Mayor Evelio Leonardia and Lopez, chairman of Committee on Agriculture and Fisheries, in cooperation with the Bureau of Fisheries and Aquatic Resources Negros Occidental and Region 6 and the Office of the City Agriculture.
The program consisted of lectures and orientation on the proper care and protection of the city’s coastal areas. After the training, the participants will be deputized by the Office of the City Mayor to guard the coastal areas as members of the Bantay Dagat Task Force, pursuant to City Ordinance 264, enforcing the protection of the territorial coastal area of Bacolod City, the press release said.
The training consisted of Components of and Importance of Marine Ecosystem, Coastal Resource Management/Assessment and Paralegal/Pertinent Provision of Fishery Law, Nautical Terminologies, SOP/Power, Duties & Responsibilities of Deputy Wardens, Board and Search/Boarding Protocols and Laboratory Exercise/ Board and Search (Person/Property Search-Boat), Nautical Map Reading and Plotting with laboratory exercise to be followed by a discussion on the Rules of Other Line Agencies. On the last day, there was an actual Seaborne Patrol demonstration followed by a lecture on the Filing of Cases in Court/Moot Court, the press release added.*CGS

Freedom walls proposed
Councilor Caesar Distrito yesterday said he is proposing an ordinance creating freedom walls in Bacolod City in order to minimize and eliminate the proliferation of vandalism.
The proposed ordinance will be known as “The Freedom Wall Ordinance of Bacolod City,” he said
Teenage groups, gangs, and graffiti artists perform acts of vandalism anywhere around the city, Distrito said.
Establishments and structures in Bacolod are getting destroyed and dirty making Bacolod unattractive thus affecting the tourism sector, he added.
The proposed ordinance will minimize and eliminate the proliferation of vandalism in the city, Distrito said.
The proposed ordinance states that the city government, through the Tourism Office and the City Engineer’s Office, will identify and construct at least two freedom walls, where graffiti artists, youth and other individuals can freely write their sentiments without any fear of apprehension or being penalized.
It provides, however, that such writings, paintings and markings will not depict any sexual connotation, defamatory language and are not contrary to morals.
The Sangguniang Kabataan in every barangay is also encouraged to put up at least one freedom wall in their respective barangays, the proposed ordinance said.
Student organizations and school administrators in every school are also encouraged to do the same in their respective schools, it added.
An initial appropriation of P300,000 will be set aside for the construction of the freedom walls, the ordinance proposes.*CGS

‘Sensorium’ art
exhibit to open
The Metropolitan Museum of Manila with the AWD Foundation for the Arts Inc. will bring its second touring exhibition called “Sensorium: The Interconnectedness of Everyone and Everything” to the East Bridgeway of SM City Bacolod, April 4-16, a press release from the mall said.
Featuring the works of contemporary artist Allison Wong David, the exhibit reflects on the communication aspect of human sensory experiences.Even without technological gadgets, people constantly exchange messages with other people and with their surroundings.
The exhibit encourages the viewers to reflect and be aware of the expressed, subtle, or hidden signals and information that they transmit, receive, and respond to in the course of interacting, the press release said.
The exhibit, named after the part of the brain that receives and coordinates all external stimuli, integrates a broad range of artworks that indulge the senses, including paintings, sculptures, fabric art, edible art and mixed media pieces.
It features a mosaic of portraits that have been repeatedly rendered with different techniques and expressions, sensory boxes, and tactile artworks with Braille features that communicate with the blind, the press release said.
Sensorium is part of year-long extension exhibits of the Metropolitan Museum of Manila at select SM Supermalls in an effort to promote art and culture to a broader audience, the press release added.

Summer music fest slated
Bacolod City music enthusiasts will be treated to a summer music extravaganza of hot Latin beats, cool Rasta sounds, soulful acoustic-alternative vocals and a combination of house and contemporary mixes.
A first of its kind, the “Rinagumba” Summer Music Festival 2011, brings together artists from Manila, Cebu, Iloilo and Bacolod, to welcome the summer of 2011. It will kick off 5 p.m. April 8 at the roof deck of L’Fisher Chalet, a press release from organizers said.
