SP okays city youth
camp ordinance

An ordinance establishing the Bacolod City Youth Home and creating a technical committee for its construction, was approved by the Bacolod Sangguniang Panlungsod Wednesday on third and final reading.

The ordinance aims to  provide not only a temporary detention home until the child in conflict with the law is reinstated with the community and family but also to provide a facility where services for the rehabilitation and reintegration of the youth or child offender can be given.

The ordinance authored by Councilor Em Legaspi-Ang said the BCYH will be responsible for conducting corrective and preventive rehabilitation of children in conflict with the law.

It will also provide wholesome skills training and activities for their leisure time, healthful outlets for their excess energy, proper instruction and the opportunity for education, acquire useful hobbies, learn skills and handicrafts, it said.

The Home will serve as a temporary detention home and a 24-hour childcaring facility to be managed by the Department of Social Services and Development, and will provide short-term residential rehabilitation, treatment and care for children in conflict with the law awaiting court disposition of their cases or transfer to other agencies or jurisdiction, the ordinance said.

The technical committee will be composed of the city mayor as chairman, vice mayor as vice chairman and the members will compose the chairmen of the SP Committee on Laws, Ordinances and Good Government;  Committee on Social Services;Committee on Family and Child Care and Development.

Other members are the heads of the Department of Education – Bacolod City,Department of Social Services and Development, Bacolod City Police Office – Women and Children’s Protection Desk, the City Pobation Office,City Engineer,City Planning and Development Officer,City Treasurer, Barangay Captain, where the facility will be established, and two representatives from a non-government organization or Private Sector.*CGS
