‘City aims to maintain
real property tax lead’

BY CHRYSEE SAMILLANO

The office of the Bacolod City Assessor is hoping to maintain Bacolod’s lead over other local governments in Western Visayas in the collection of real property tax, its head, Maphilindo Polvora, said yesterday.

Bacolod City was cited by the Local Government Finance Bureau as number 1 in Region 6 in the collection of real property tax in 2010.

In 2010, Bacolod City came out as the Number 1 Performer in Region 6 in real property tax collection when its actual receipts of P424.53 million were 32.46 percent better than the target amount of P320.50 million.

Based on the report of the Bureau of Local Government Finance Region VI as of December 31, 2010, Silay City, which has an actual collection of P48.55 million and a 130.19 collection efficiency,  ranked second, followed by Victorias City with an actual collection of P89.96 million or 117.96 percent efficiency, Escalante City with an actual collection of P20.68 million or 109.25 percent collection efficiency, and Iloilo City with an actual collection of P387.44 or 102.54 percent collection efficiency.

Polvora said the rapid increase of improvements in Bacolod City, like the construction and improvement of buildings and construction of residential houses, has contributed to the increase in real property tax collection of the city.

Another factor is the good teamwork between his office and the City Treasurer’s Office, he added.

Polvora said he believes the RPT collection will be further increased when the logistics and personnel support of his office are enhanced.

“And, definitely next year, if we could have our tax-mapping operation with the CTO and the Permits and Licensing Division Office, for sure our real property taxes will improve a lot,” he said,

The City Assessor’s Office has already forwarded to the Sangguniang Panlungsod a proposal for the general valuation of real estate market values of the city, Polvora said.

“If approved, this proposal will further improve RPT collections in the future,” he said.*CGS
