A resident of Silay City has filed a complaint for open disobedience, usurpation of authority or official functions, grave misconduct, and conduct prejudicial to the best interest of the service against Silay City Mayor Jose Montelibano and five other persons.
In his complaint, Julio Calo of Barangay 2, Silay City, said Montelibano is liable for open disobedience when he authorized engineer Rene Roy Pahilanga and Macarse Tionko to perform government functions even with an order from the Ombudsman to suspend the two along with 15 other Silay City employees.
Pahilanga is the head of the Bids and Awards Committee Technical Working Group, while Tionko is the head of the BAC Secretariat. Both were linked to the Ombudsman case involving an P18 million computerization project.
Calo also named as respondents in his complaint Silay City Cash Clerk Mariam Castandiello, Land Bank Bacolod Account Officer Angel Lazaro, Land Bank Bacolod head Jeffrey Maningo, and some identified respondents.
Montelibano, however, said they have not received a copy of the complaint yet, and called the latest case against him “political harassment”.
The complaint was dated November 22, 2011 and the Office of the Ombudsman received it on November 24, 2011.
Montelibano said Calo used to be one of his political allies and he is out for publicity at his expense.
He added that he will only make a comment on the complaint as soon as he receives a copy of it.*NAB
