Two troopers of the 6th Regional Public Safety Battalion were accused of maltreatment by one of the persons they arrested Sunday for engaging in alarm and scandal at a benefit dance, in Hacienda Pusod, Brgy. 20, Victorias City.

Complainant Gilbert Dalmacio, 39, was allowed to undergo medical examinations at a hospital Monday, PO2  Randy Sambra, investigator of the Victorias City Police Station, said.

Sambara said Gilbert, Jessie Jison and Edgar Dalmacio were endorsed by the 6th RPSB to the Victorias police Sunday, for allegedly creating alarm and scandal, illegal possession of a deadly weapon, and for resisting arrest.

In an interview with Bombo Radyo, Gilbert claimed that they were manhandled by Police Officers 1 Vicente Decena and Cyrus Villarta, who, they said, hit them with the butt of an M-16 assault rifle while they were on their way home after attending a benefit dance.

As a result, Gilbert claimed he lost consciousness.

Sambra said an 8.5-inch bladed weapon was recovered from Dalmacio, who is now detained at the Victorias police jail, with Jison.

Supt. Milko Lirazan, 6th RPSB director, however, denied that his troops manhandled the complainant, but admitted that Gilbert, who was under the influence of liquor, was subdued, for creating alarm and scandal.

Lirazan said a barangay official had requested his men to get Gilbert out of the dance hall, as he was already uncontrollable.

While his two companions offered no resistance, he said Gilbert, who has been going in and out of prison, refused, and even insulted the police troopers.

Lirazan dismissed the accusation against his personnel, as plain and simple harassment.*GPB
