Correct crime probe
ensures convictions

A correct procedure in criminal investigation will result in convictions, Integrated Bar of the Philippines Negros Oriental chapter president, Arturo Dupio, who was guest speaker at the first one-month criminal investigation course being conducted in Dumaguete City, said.

Dupio said many cases are dismissed because of lapses in the investigation, and shortcuts and bungling that are sometimes committed by investigators.

He cited the case of the so-called “Alabang Boys” that was dismissed due to lapses in the investigation, and alleged violations of their constitutional rights.

He also said there is reason to continue the good relationship established between the police and the lawyers’ group in Negros Oriental.

Dupio said they want to put a stop to a joke that in the Philippines, the police is around even before the crime is committed.

He also denied moves for the ouster of the police provincial commander, Senior Supt. Rey Lyndon Lawas, stating that the only manifesto the IBP has is to assist the PNP in the investigation of recent killings in the province, including that of the late IBP vice president, Archer Martinez.

The police should be given the chance to prove their worth, because these crimes are hatched in secret and in the dark, and the solutions will take some time, Dupio said.*JG
