Capitol cancels P62M
bidding for equipment

BY JUDY F. PARTLOW

The Bids and Awards Committee of the Negros Oriental provincial government has recommended the cancellation of the bidding for the procurement of P62-million worth of heavy equipment, citing procedural lapses and issues raised on it that will affect the credibility and integrity of the process.

This was after one of the bidders, the International Heavy Equipment Corporation, raised issues on the process it described as “irregular”. IHEC representative, architect Renato Infante Sr., sought the help of Board Member Miguel Angel Teves, chairman of the Committee on Public Works, to conduct an inquiry into the alleged irregularities.

The BAC, in its letter to Teves, said it feels that elevating the matter to him maligns the integrity of the members of the BAC. It also answered point by point the issues raised by IHEC.

Senior Supt. Edward Carranza assumed office as provincial director of the Philippine National Police in Negros Oriental at turnover rites yesterday at Camp Fernandez, Agan-an, Sibulan.

Carranza assured Negrenses that he will do his best to meet the expectations of the people.

He, however, did not mention what he plans to do with the proliferation of illegal drugs and illegal gambling in Negros Oriental. During an interview later, Carranza said these are included in the marching orders to him of the chief PNP.

Discussions on the proposed Reproductive Health Bill, its goals and objectives are being brought to the grassroots level by three former cabinet members, two of them health secretaries.

Dr. Esperanza Cabral and Dr. Alberto Romualdez and former DENR Secretary Angel Alcala and Likhaan executive director Dr. Junice Melgar, were in Silliman University last week to speak on the controversial RH bill before students, reproductive health rights advocates, medical doctors, women’s groups and government leaders.

Cabral said they want to reach as many people as they can to correct any misinformation about the proposed bill.
