Control on outdoor ads eyed

An ordinance that seeks to regulate and control outdoor advertising signs and structures in Bacolod City was passed by the Sangguniang Panglungsod in its first reading Tuesday, Councilor Cesar Distrito, chairman of SP chairman on Urban Planning and Development, said yesterday.

Distrito, who authored the ordinance, said that the “Outdoor Advertising and Sign Structures Code of Bacolod City” will provide maximum standard to safeguard life, health, property and public welfare and will control unnecessary outdoor advertising signs.

He said it will regulate the quality of materials, construction, illumination and maintenance of sign structures.

Distrito added that the ordinance restricts and provides several conditions such as, all construction permits will have to secure clearance from the city engineer, who will issue authorization after checking the building plans for safety factors and recommending issue of permit by the Office of the Mayor.

The brightness of LED billboards should properly be regulated to a minimum so as not to distract passing motorists and cause accidents, Distrito said.

The ordinance also provides that advertising streamers shall not be allowed across the main thoroughfares of the city unless a permit is issued and that the billboards shall not be placed nearer than two meters from the innermost edge of any sidewalk.*APN
