Orola seeking
help on sprinklers

Bacolod City Administrator John Orola yesterday said they will ask Interior and Local Government Secretary Manuel Roxas II if he is amenable to having the provision of the Fire Code of the Philippines, that requires the installation of sprinkler systems, restudied or re-evaluated.

Businessmen in Bacolod City had earlier asked Roxas for an additional six months to one year extension of the moratorium on the retroactive implementation of the sprinkler system law.

Orola said the group has invited them to attend a meeting on the matter and they will present to the Mayor their alternative plans and proposals.

If the Code will be implemented on February 14, the operation of many establishments will be affected, particularly the hotels and restaurants, he said.

The structures of the public markets cannot also meet the requirement for the installation of a sprinkler system that will be very expensive, he added.

Former Bacolod Vice Mayor Ramiro Garcia, member of the Bacolod Ad-Hoc Committee on the Fire Code of the Philippines, had earlier said that they are obliged to abide by the Code since the moratorium on the installation of sprinkler systems will end on February 14.

He said that while they are bent on complying with the law, they need ample time before they can do it.

In his letter to Roxas, dated January 16, Garcia said they will comply with the order of the DILG, but are also asking it to ask the city government to install sprinkler systems in the public-owned entities like the three public markets, to comply with the IRR of RA 9514.

During the visit of President Benigno Aquino III to Negros Occidental in May last year, the Bacolod Ad-Hoc Committee on the Fire Code of the Philippines had asked him for help and for the review of the IRR of RA 9514.

However, the President only referred them to the late DILG Secretary Jesse Robredo and their appeal was not acted upon, Garcia said.

He said that with the new leadership at DILG, they hope their clamor over the sprinkler system will be resolved, otherwise they may resort to other measures so their appeal will be heeded.*CGS
