10.85% in Bacolod
Crime incidents in Bacolod City decreased by 10.85 percent from January to November last year, compared to the same period in 2011, city police director, Senior Supt. Ricardo de la Paz, said yesterday.
Police records show that, in 2011, there were 2,073 crimes recorded in Bacolod, and only 1,848 last year.
Most crime incidents in the city were perpetrated by individuals, or personalities, based locally, and no bank robberies were reported, de la Paz said.
He attributed the downward trend to the effective and focused crime prevention programs of the BCPO, and the reinvigorated Police Integrated Patrol System.
The campaign against illegal drugs has also been effective because there were more illegal drug personalities arrested last year compared in 2011, de la Paz also said.
He said 143 illegal drug personalities were nabbed last year, with 84 of them charged in court, while only 81 were arrested and 52 were charged in court in 2011.
The anti-illegal drug operations conducted in Bacolod last year yielded 59.62 grams of shabu and 47.93 grams of marijuana, all valued at P1.3 million, de la Paz also said.
On illegal gambling, the police arrested 476 personalities in 299 operations conducted last year, and confiscated P74,631 in bet money.
Meanwhile, the number of loose guns recovered last year was 32.6 percent lower than that of 2011, police records also show.
Sixty-three unlicensed guns were seized from 63 persons the cops arrested in 2012, while 92 loose firearms were confiscated from 98 persons apprehended the year before.
De la Paz said they will intensify their campaign against unlicensed firearms, especially with the start of the election gun ban on January 13.*APN back

Man apprehended
for homicide raps
A man wanted for homicide was apprehended by members of the Criminal Investigation Detection Group-Negros Occidental at his house in E.B. Magalona town at about 4:30 p.m. Sunday.
CIDG-Negros head, Chief Insp. Crisenciano Cordero, said that Ruben Estilloso of Brgy. Alicante, E.B. Magalona, was nabbed on the strength of an arrest warrant issued by Silay City Regional Trial Court Judge Felipe Banzon, who set his bail at P40,000.
He said that, based on their investigation, Estilloso was tagged as suspect in the fatal shooting of a man in Brgy. Guinbala-on, Silay City, Negros Occidental, last year.
Estilloso, his younger brother, Wilfredo, who also has an arrest warrant for homicide, and four other companions, are also linked to the series of robbery incidents in E.B. Magalona and in Silay, Victorias and Cadiz cities, the CIDG added.
Estilloso denied his participation in the robberies, and named his brother as the one responsible for these incidents. He also called on Wilfredo to surrender and own up to these crimes.*APN back

Beggar found dead
A mendicant was found dead at about 8:30 a.m. Friday at the Bacolod City Anti-Mendicancy Unit in Brgy. 12.
Police Officer 2 Jared Esquilla identified the fatality as Jeslapid Palma, 59, of Brgy. Caliban, Murcia town in Negros Occidental.
Investigation showed that another beggar, whose name was not disclosed, tried to wake Palma but found that he was no longer breathing.
The police already ruled out foul play in Palma’s death, as there were no visible wounds found on his body, Senior Police Officer 1 Eric Lisbo, chief investigator of Police Station 1, said.
Lisbo added that Palma’s family has claimed his remains.*APN back
