The imposition of the money ban by the Commission on Elections is not an absolute resolution to curb vote buying during election, Cristina Sy, president of the Banker’s Club of Negros Occidental Inc., said yesterday.
Sy said that they have not yet received any order from the Bangko Sentral ng Pilipinas to implement COMELEC’s Resolution No. 9688, or the money ban.
The money ban disallows cash withdrawals exceeding P100,000 per day beginning Wednesday until election day on Monday.

No order for implementation
yet, Arceño says
The Commission on Elections in Negros Occidental has not yet received an order from Manila on the implementation of its resolution that seeks to limit cash withdrawals to P100,000, Wil Arceño, provincial elections supervisor, said yesterday.
Arceño said the COMELEC en banc is still studying the resolution whether it will be implemented or not. He also said the resolution has to be published seven days before its implementation.
With the given situation, he said that it would be very difficult for them to execute the resolution, adding that people may withdraw their money today, as it will be the last banking day before the election on Monday.
