City real property tax
collections up 28.6%

The Real Property Taxes collection of Bacolod City increased by 28.67 percent compared to last year based on records of the Bacolod City Assessor’s Office from January to February this year, City Assessor Maphilindo Polvora said yesterday.

Polvora said the collection of the Land Tax Division showed that as of January to February, they collected RPT of P23,167,000 compared to P16,704,000 in 2013 covering the same period.

Acting Mayor Greg Gasataya said that in an informal meeting with the department heads yesterday he raised the concern of some of the barangay captains about the reduction in their Internal Revenue Allotment share.

Gasataya said the Land Tax Division clarified that their collection even increased, but there are some property owners who have not yet paid real property taxes in their barangays and this has resulted in the reduction of their IRA share.

He said the barangay gets 30 percent share of the real property tax collection.

Polvora said that, overall, the collection efficiency of the RPT has remarkably improved.

He also said they are now reviewing the schedule of land valuation in the city because, under the law, they are expected to review it every three years.

He said that, the land valuation of Bacolod was not reviewed for nine years, so he was directed by Mayor Monico Puentevella to conduct the review and make some changes.

Polvora said they have started the review and are guided and assisted by the Bureau of Internal Revenue.

He said the last revision conducted by Bacolod was in 2005. So their rates are still based on the 2006 land valuation.

Polvora said they need to first implement their computerization program in order to realize this.*CGS
