Guard  complains
vs. forcible arrest

A security guard complained that persons, who introduced themselves as members of the Community Investigative Support-Criminal Investigation and Detection Group threatened and forcibly arrested him at the Goldenfields Commercial Complex in Brgy. Singcang-Airport, Bacolod City at about 10:45 p.m. Friday.

Reynald Genson, 39, of Brgy. Sum-ag in Bacolod, and employed by the RAA Security Agency, told the DAILY STAR yesterday that about 15 persons, two of them he identified as Joseph Nazareno, and Anthony Glaraga, mauled him, pointed guns at him, and handcuffed him, using two handcuffs.

Genson said that at about 6 a.m. of the same day, he saw Glaraga, 31, who is a waiter at one of the bars at the Goldenfield Commercial Complex, drinking with several persons in front of a furniture shop there. He said he asked them to leave the place since they were not allowed to stay and drink there.

After a heated argument ensued between them, Glaraga presented his CIDG identification card to Genson, saying he was an agent, the guard said.

At about 10:45 p.m. Glaraga, Nazareno, and several others, alighted from three four-wheeled vehicles, approached and disarmed him, Genson said.

Elements of the CIS-CIDG led by Joseph Nazareno endorsed Genson to the Police Station 8 for allegedly pointing his service firearm at Glaraga, police records show.

Genson said they will pursue the filing of coercion, physical injury, and serious illegal detention charges against Glaraga, Nazareno and their companions.

Senior Insp. Ser Ulrick Christian Gelera, Station 8 chief, told the DAILY STAR that they did not detain Genson since the incident happened at about 6 a.m. and they arrested him only at about 10:45 p.m. It could not be counted as warrantless arrest, he added.

Chief Insp. Rey Cuanico, head of the Criminal Investigation and Detection Group of Negros Occidental, meanwhile told the DAILY STAR that they have no civilian informants or assets named Joseph Nazareno and Anthony Glaraga.

Cuanico said they have received several complaints before against Nazareno and his companions, but they are still gathering evidence to file usurpation of authority charges against him.*SGG
