The Leonardo Panaligan Command of the New People’s Army alleged that the 11th Infantry Battalion violated the Comprehensive Agreement on Respect for Human Rights, in the death of one of its red fighters during the November 9 encounter in Guihulngan City, Negros Oriental.

Ka JB Regalado, spokesman of the Leonardo Panaligan Command, in a statement he issued, accused the 11th IB of inflicting injuries to Ka Dennis, who was captured during an encounter, that caused his death.

The rebel group and the National Democratic Front-PKM Central Negros condemned the killing of Ka Dennis.

Maj. Rey Tiongson, 3rd Infantry Division spokesman, vehemently debunked the claims of the NPA, and dismissed those as mere propaganda, as he maintained that the rebel, who was later identified as Welbourne Babor, was killed in an encounter.

A KG9 submachine gun and three M-203 grenade launcher ammunition, among others, were recovered at the encounter site, Tiongson said.

Regalado said they consider Ka Dennis a hero of the revolutionary movement, and are demanding justice for his death.

He further claimed that Ka Dennis was unarmed, when he was captured by the soldiers.

The Commission on Human Rights declared that there were no reports of human rights during the encounter between rebels and Army soldiers in Guihulngan City.

The encounter also led to the discovery of a rebel camp, while an Army soldier was also slightly injured in the gunbattle.*GPB
