Man hacked to death

The police is eyeing revenge as the motive in the hacking to death of a man by his colleague at about 1 p.m. Sunday in Purok San Jose, Brgy. Alijis in Bacolod City.

The fatality was identified yesterday as Danny Boy Mahusay, of Toboso town in Negros Occidental, by Senior Insp. Jose Mulleta, Station 7 chief.

Investigation by Police Officer 1 Rey Anthony Bañga showed that Mahusay and his co-workers, after receiving their salaries and 13 th month pay, went to a beer house at Libertad Street, where they had a drinking spree.

Later, a misunderstanding arose and Mahusay punched Jose Bachiller, 27, of Brgy. Lub-ang in Calatrava town, also in the province, Bañga said.

Mahusay went in his barracks to sleep, and some of his companions went back to the compound but continued drinking outside the barracks, where they were staying, at about 11:30 p.m.

Later, Bachiller went into the barracks of Mahusay and hacked him on his head with an axe, Bañga said.

He said the axe was recovered from the crime scene but Bachiller had escaped.

Mahusay's body is now at the Alisbo Funeral Parlor at Lacson Street in Bacolod and a hot pursuit operation against Bachiller is being conducted by the police, Bañga said.*SGG

LTO-Negros cannot implement
new law on drunk driving yet

The Land Transportation Office in Negros Occidental cannot implement yet the Anti-Drunk and Drugged Driving Act of 2013 as its main office has not furnished them implementing rules and regulations regarding the law its head, Renato Novero.

Senator Vicente Sotto III, author of the law, had said earlier that the new law has, in effect, revoked the Dangerous Drugs Act of 2002 Section 36 paragraph that required mandatory drug testing for those applying for, or renewing their driver's license.

He said the new law does not only remove a useless requirement but also allows motorists respite from costly drug tests.

Under the new law, drug testing will only be conducted on those driving under the influence (DUI) as determined by law enforcement authorities, based on certain manifestations, like over-speeding, weaving, lane straddling, swerving, and others.

If the driver fails, the law enforcement officer shall implement the mandatory determination of the driver's blood alcohol concentration level through the use of a breath analyzer, or similar measuring instrument, the law also says.

However, Novero said the law also stresses that if the driver has been convicted for drunk and drugged driving, he/she can no longer be issued with driver's license even if she/he can present a medical certification that he/she is no longer alcohol or drug dependent.

He added that LTO Bacolod also cannot yet conduct anti-smoke belching campaigns in Bacolod because they does not have the equipment for it.*APN

Carnapped truck
recovered: PNP

A 10-wheeler truck, that had been reported carnapped Sunday at the Victorias Milling Co. compound in Victorias City, was recovered by the police yesterday in Brgy. Dos Hermanas, Talisay City, Negros Occidental, when it was abandoned.

Supt. Santiago Rapiz, Victorias police chief, yesterday said the two big batteries of the stolen vehicle, with a plate number FWX 991 and owned by Geetcy Trucking Services, were missing.

Rapiz said the recovered vehicle was immediately turned over to its owner.

In Brgy. Lacaron, Valladolid, Negros Occidental, a minor and a motorcycle driver sustained injuries in a vehicular accident Saturday.

Jeffrey Octiva, who was driving a Honda TMX 155cc motorcycle, allegedly bumped Justine Ambait, 7, police said.

Octiva suffered minor injuries, while Ambait was brought to the Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod City.*GPB
