The police is filing a complaint for alarm and scandal against a barangay captain in San Enrique, Negros Occidental, allegedly for illegal discharge of firearms before the New Year's eve revelries on Dec. 31 last year.
This was confirmed yesterday by Senior Inspector Romeo Vargas, San Enrique police chief, who attended the face-off between complainant Hazel Aplasca and Bagonawa Brgy. Capt. Teddy Duco at the office of Mayor Mario Magno.
Aplasca, an engineer of the Department of Public Works and Highways, claimed that Duco fired his .45 caliber pistol eight times, about 30 meters from their cock farm in Sitio Nanas, Brgy. Bagonawa, San Enrique on Dec. 31 last year.
Two empty shells of .45 caliber pistol were recovered by the police in the area.
Vargas said Duco apologized for the misunderstanding between him and Aplasca, who is his niece. While the complainant accepted the apology, Vargas said Aplasca is bent on pursuing charges against the barangay captain.
The complaint of alarm and scandal against Duco, who is a licensed holder of .45 caliber pistol, is expected to be filed either today or tomorrow at the Valladolid Municipal Circuit Trial Court, after they secured the affidavit of the complainant, he added.
Vargas said Duco admitted to have fired his gun, allegedly because of the presence of two unidentified suspects at his cock farm.
The two recovered spent shells, that have been examined by the PNP Crime Laboratory in Bacolod City, were indeed fired from a .45 caliber pistol, based on the report of Chief Inspector Ramonit Javier, the Crime Lab local chief, Vargas also said.
He, however, added that the two empty shells will be forwarded to Camp Crame to cross-match with the spent gun cartridges of .45 caliber pistol, to identify its owner.
Magno had said earlier that Duco may be held liable for an administrative case, if he is found to have fired his gun on Dec. 31 last year.*GPB
