GENDIESEL ENTERS LOWEST BID

The bidding to supply four generators for the Negros First CyberCentre in Bacolod City pushed through at the Provincial Administration Center in Bacolod City yesterday morning under tight security, following the snatching of bid documents the day before.

Gendiesel Philippines Inc., whose bid documents were snatched at the Bids and Awards Committee conference room at the Provincial Administration Center Tuesday, entered a bid of P79,850,888, while Dynamic Builders and Construction Co.’s bid was P86,900,000.

Bids and Awards Committee chairman Lucille Pines said they will evaluate the bids made and will name the winning bidder within seven days.

A technical working group will evaluate the fitness of the machines of the bidders, and choose the lowest responsive bid, she said.

Pines said security during the bidding yesterday was stepped up, with additional policemen brought in.

Gendiesel representative Oliver Quezon said on Tuesday that he was at the BAC conference room waiting for the bidding to start when the bid documents of his firm were snatched from him. He believes four persons were involved in the snatching.

He chased the snatcher but fell and injured his left arm.

A person suspected to have participated in the snatching, who was arrested by the National Bureau of Investigation in the chase, was released by the police when no witness appeared to identify him.

Acting Gov. Eugenio Jose Lacson said he met with the representative of Gendiesel yesterday morning to inform him that the bidding could be postponed for a week to give his firm time to get its documents ready for the bidding.

“I told them I did not want it to be said that they were disqualified for lack of bid documents but they assured me that they were ready for today’s bidding,” Lacson said.

The Gendiesel representative told him they had certified true copies of the snatched documents for the bidding, and were ready to participate, the vice governor added.

Lacson said he also spoke to the representative of Dynamic Builders and was informed that the firm was also ready to go ahead with the bidding.

Quezon said that, although Gendiesel entered a lower bid, he is not sure the generator project will be awarded to it as the BAC has yet to evaluate the technical documents of the bidders.

He said he believes the snatching Tuesday was related to the bidding for the generators, perhaps to disrupt the process.

But Quezon could not say what the motive was and if it was the work of the competitor of his firm.

Venchito Magalona, Capitol security chief, said a recommendation has been made for the replacement of the CCTV cameras at the PAC that are no longer functional.

He said security has been tightened at the PAC and the Capitol building as a precaution.

This was done in the light of the snatching and the recent attempt of protestors to enter the Capitol, he said.*CPG
