Councilors move to regulate
dormitories, boarding houses

An ordinance regulating the operation and maintenance of dormitories and boarding houses in Bacolod City was approved by the Sangguniang Panlungsod on first reading Wednesday.

The ordinance authored by Councilor Wilson Gamboa Jr, said that during the last five years, Bacolod City has seen an influx of students and call center agents from other towns and cities who seek employment in the Business Process Outsourcing companies.

As a result there is a remarkable and steady increase in the number of dormitories and boarding houses in Bacolod City, particularly in areas around the universities, schools and colleges, it said.

The ordinance said some operators and/or owners of these boarding houses, dormitories and apartments do not comply with the basic requirements like Fire and Safety Inspection Certificate, Sanitary Permit and Certificate of Annual Building Inspection, among others.

It said there is a need to establish basic guidelines for the operators of dormitories and boarding houses in Bacolod City to avoid accidents and promote and ensure a safe and healthy environment for students and other tenants.*
