Clear covers for old car plates are not illegal and are not subject for apprehension by the agents of the Land Transportation Franchising and Regulatory Board and the Land Transportation Office, LTO-Bacolod division head Renato Novero said yesterday in answer to inquiries about them.
He however said that while clear covers are allowed for old car plates, it is prohibited for the new standardized plates.
Novero said that, based on the new Joint Administrative Order of LTO, LTFRB and the Department of Transportation and Communication, what is prohibited are car plate accessories that will impede its clarity and reflectivity.
He also said that accessories or clear covers are not allowed for standardized plates and installing them will constitute tampering.
So far, no standardized plates have been distributed in the province yet, LTO records show.
As to commemorative plates, Novero said, those who have them should possess written authority from DOTC showing its expiration date.
He said the effectivity of commemorative plates is only good for a year and these should be placed only beside the licensed plates, otherwise a fine of not less than P5,000 will be imposed.*APN
