City SP moving to classify
plaza as historical landmark
An ordinance classifying part of the area bounded by Rizal Street on the north, Gonzaga Street on the south, San Juan Street on the west, and Gatuslao Street on the east, otherwise known as the Bacolod City Public Plaza, as a historical and cultural landmark, was approved by the Bacolod Sangguniang Panlungsod on first reading Wednesday.
The ordinance, authored by Councilor Carlos Jose Lopez, said the Bacolod Public Plaza, which was erected in 1927, stands as a testament to the rich social, political, spiritual and cultural history of Bacolod City and of Negros Occidental.
The ordinance said there is a need to preserve this rich history for present and future residents of the city by declaring the Bacolod plaza as a national historical and cultural landmark.
The National Historical Commission has considered the Bacolod plaza eligible to be a national historical and cultural landmark, it said.
The SP had also approved a resolution dated March 26, titled “A resolution requesting the SP to enact an ordinance declaring the Bacolod San Sebastian Cathedral and Bacolod Public Plaza as national historical landmarks.” CGS

Saratan: Talisay vying for DILG
Seal of Good Local Governance
The Talisay City government is vying for the Seal of Good Local Governance award of the Department of Interior and Local Government, and welcomed agency assessors from Iloilo recently, a press release from the city said.
Under the SGLG, local government units should not only sustain the practice of accountability and transparency, or Good Financial Housekeeping, they should also be able to prepare for the challenges posed by disasters, and be sensitive to the needs of vulnerable and marginalized sectors of the society, or social protection, the press release also said.
Mayor Eric Saratan, who welcomed assessors Mona Liza Diones of ICODE-NGO, Mary Ann Lanada of the Bureau of Local Government Finance, and Jean Quistadio - DILG in Talisay City, Negros Occidental, recently, said the city continues to enjoy massive growth in terms of investments and economic activities.
Talisay plays host to the 40 percent remaining forest cover of Negros Island, and is known worldwide as the site of the world’s best 12 most fascinating ruins, the press release also said.
Saratan said he wants the city to be among the country’s top five leading retirement destinations by 2020, and has engaged the Institute for Solidarity Asia in the Performance Governance System program, that aims at promoting governance of economic and organizational reform in LGUs, the press release also said.
It added that Talisay is the only LGU in Negros Occidental to have passed the compliance stage of ISA in October 2011, that led to the “Trailblazer Award” from the DILG. It has also been the recipient of the Seal of Good Housing bronze award in 2011, the silver award in 2012, and was able to avail of the agency’s Performance Challenge Fund, worth millions of pesos worth of infrastructure projects, the press release also said.*

Teachers attend results-based
performance mgmt seminar
Fifty public secondary school educators attended a seminar on Results-based Performance Management System at the Don Simplicio Lizares National High School in Brgy. Matab-ang, Talisay City, Negros Occidental, yesterday.
The participants came from the DSLNHS, the Don Hilarion G. Gonzaga Memorial High School, and its Cabatangan Annex School, also in Talisay.
The seminar was aimed to align the teachers’ individual roles with the mission and goals of the Department of Education, DSLNHS principal, Randolph Aleman, said.
It was also held to help school administrators and teachers track accomplishments against set objectives so corrective measures may be taken if needed, Aleman said.
DHGGMHS principal, Arnulfo Marte, spoke on the value of coaching, particularly, by school heads toward their teachers. Sebastian Tumala, DHGGMHS Cabatangan Annex teacher-in-charge, discussed the importance of performance review and evaluation, and the responsibilities of classroom educators.
The Development Academy of the Philippines said in its website that the RBPMS monitors the performance of government agencies, in line with the Aquino administration’s vow for good governance by encouraging outstanding performance and effective public sector service delivery.*PP
