Police Superintendent Armando Tubongbanua assumed as the officer-in-charge of the Bacolod City Police Office effective yesterday, replacing Senior Supt. Larry Decena, who will retire today.
In General Order number 400, Tubongbanua, was designated as the BCPO OIC, and at the same time, the deputy city director for administration.
Meanwhile, Decena received a plaque of appreciation from the BCPO, Chief Supt. Alberto Supapo, deputy regional director for administration of the Police Regional Office-6, and Senior Supt. Marcelo Bolivar, OIC of the regional human resource doctrine and development, during a send-off ceremony at the BCPO headquarters yesterday afternoon.
Supapo, who represented Chief Supt. Josephus Angan, regional director for Western Visayas during the ceremony, thanked Decena for his dedication and service to the PNP organization.
Decena, who became teary-eyed during his speech, said he had done enough for a lifetime, adding that the BCPO will remain special and memorable to him.
He also said that he is bequeathing the campaign against illegal drugs to his successor. “He should not only level it, but surpass it,” he added.
Decena thanked the people of Bacolod and the media for this support adding that he is happy and fulfilled that he has served the Bacoleños.
Meanwhile, Supapo said they already have a police official with the rank of Senior Superintendent who will be designated at BCPO, but refused to divulge his name since they need to first seek clearance from Bacolod Mayor Monico Puentevella, who is in Brazil.
However, the name of Senior Supt. Pedrito Escarilla, who is a Bacoleño, has come out, and he is reportedly the one to head the BCPO, sources said.
Supapo said about five police officials with the rank of Senior Superintendent were deliberated on by the regional placement and promotion board and the short list was recommended to the regional director.*SGG
