Central Business District pushed

An ordinance creating the Central Business District was filed by Bacolod Councilor Jocelle Batapa-Sigue before the Sangguniang Panlungsod Wednesday.

The ordinance said Bacolod City is one of the most progressive cities in the country today and because of the growing population and the issues of urbanization, its landscape has become crowded and disorganized and has shown tendencies of becoming unsuitable to the demands of a modern and integrated society, it said.

Under the ordinance, a Bacolod CBD Authority will be created that, in turn, will create the Central Business District of Bacolod City subject to the approval of the SP.

The ordinance will require a minimal maintenance for all buildings and building exteriors in the CBD areas and registration of the vacant street-level commercial spaces.

The intent of the CBD is to encourage high quality and distinctive development that will further the goal of creating a viable downtown shopping, entertainment and cultural center in the city, the ordinance said.

The ordinance includes standards for land use, building design signage, lighting, landscaping and all aspects of development.

It has also a provision for prohibited structures in the CBD areas such as dilapidated and substandard structures, fixtures that obstruct pedestrians and vehicle traffic, fire hazards and other structures that will cause danger, inconvenience to the public and eyesores, or structures that mar the overall scenic view of the city.*
