A  public hearing on  the  proposed ordinance involving the installation of CCTV cameras in all the city’s public elementary and high schools was held recently by Bacolod Councilor El Cid Familiaran, chairman of the Committee on Government Assets and the Committee on Police, Security and Jail Management and Penology,  a press release from City Hall said.

The hearing took up the budget needs of the proposal and Familiaran  said  he is considering tapping the Special Education Fund, or  recommend that it be taken from the General Fund.

Acting City Budget Officer Victor Treyes said that a similar instance had been restricted by the Commission on Audit and that he will  recommended  that  the opinion of the local COA representatives be sought.

Meanwhile, school supervisors Lerodyn Escalona and Carmen Navarro said  CCTV cameras  are needed in schools  because the physical presence of security guards is not  enough to deter crimes involving juvenile delinquency and theft, the  press release said.

Familiaran  said   monitoring of the CCTV cameras will  be strictly based   on the office of the school principals.

The committee report was  adopted by the Sangguniang Panlungsod in  its   regular session  Wednesday.

The proposed ordinance  on  CCTV cameras  will be up for second reading  in  the next session, the  press release added.*
