A resolution for each barangays to adopt the Community Emergency Response Training Plus (CERT+), proposed by Councilor Claudio Puentevella was approved by the Sangguniang Panlungsod Wednesday, a press release from City Hall said.
The resolution, which is in line with Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, forwards the adoption of a “holistic, comprehensive, integrated and proactive” disaster management scheme, the press release said.
Puentevella, chairman on the Committee on Fire, Natural Disasters and Calamities, said such approach should involve the city’s constituents, especially in grassroots communities, the press release also said.
The resolution designates CERT+ as specific and community-based disaster risk reduction program suitable to the characteristics of the city’s barangays, the press release said.
The CERT+ blueprint will be spearheaded by the City Disaster Risk Reduction and Management Office and such will spur the enlistment of Accredited Community Disaster Volunteers whose manual of operations shall be developed by the Office of the Civil Defense, under the criteria based on RA 10121, the press release added.*
