Another complainant appeared before the office of the Commission on Human Rights in Dumaguete City against a woman doctor of the Negros Oriental Provincial Hospital for alleged maltreatment and other “abuses”.
Catalina Ybio Avila, 67, of Barangay Sto. Niño in San Jose, Negros Oriental, told CHR Negros Oriental chief Jess Cañete Thursday, that she and her husband also had a bad experience with Dr. Jocelyn Maningo.
Avila said she has come out to support the other complaints that she heard on the radio against Maningo, who is now the subject of a CHR investigation.
Avila said Maningo scolded and embarrassed her and her husband about six years ago at the NOPH.
She said her husband, Felicisimo, wanted to be admitted to the provincial hospital due to abdominal pain. Maningo allegedly started pressing his abdomen a couple of times but on the third try, he set up due to intense pain and held her hands.
Avila added that Maningo shouted at him to not touch her hands, saying it was only her husband who could do that then went to a sink and washed her hands.
The doctor then wrote down some prescriptions and told them to go home, but her husband was still in pain and so she went to get the medicines prescribed him before deciding to go back to San Jose town.
About a week later, they returned to NOPH to meet with the doctors apparently to settle her complaint against Maningo. Avila said the head doctor asked Maningo to apologize to them, but she resisted and only extended her hand to the husband, who did not accept it, she added.
She also said Maningo also told them arrogantly and in a loud voice to transfer to another hospital.
Last week, Eva Culanag Garcia had also filed a complaint before the CHR against Maningo for alleged maltreatment, abuse and physical injury. This was after Garcia’s mother, Conchita Banlat Culanag, 79, of Bayawan City, Negros Oriental, was admitted at the NOPH, and a “violent” confrontation took place between Garcia and Maningo, she said.
Cañete has subpoenaed Maningo to reply within 10 days of receipt of the summons to answer the allegations against her by Garcia.
On Tuesday, the Sangguniang Panlalawigan invited Cañete to shed light on the complaints against Maningo, who could not be reached for comment.*JFP
