It will be a double-header for the bills of Bacolod Rep. Evelio Leonardia in Congress today.
His HB 4692 that seeks to amend the Anti-Hazing Law will be deliberated on by the Technical Working headed by Rep. Sherwin Gatchalian, who has filed his own bill that seeks to repeal the law. The TWG is tasked to reconcile four similar bills that were filed after the death by hazing of Bacoleno Cesar Guillo Servando.
Leonardia’s HB 2361 which seeks to create a permanent Professional Regulatory Commission office in Bacolod will be taken up at the Committee on Civil Service and Professional Regulations hearing today. The committee is headed by Rep. Andy Salvacion who has assured that HB 2361 will be given priority, Leonardia said.
HB 4692 seeks to strengthen Republic Act 8049 by making it illegal to coerce, threaten or pressure people into joining fraternities.
Leonardia said he is very hopeful that the PRC bill will pass congress smoothly, adding that Senate President Franklin Drilon has agreed to present a counterpart measure in the senate.
An act of congress will ensure that the PRC maintains a permanent office in Bacolod as this will provide an annual budget for it. Aside from the PRC, Leonardia is also seeking to create a permanent Securities and Exchange Commission office in Bacolod.*
